IRT is set to unveil an enhanced masterplan for its proposed seniors’ living community in Milton and is inviting the Shoalhaven community to have their say.
Local residents and community members will have the chance to view the new design at two drop-in sessions and an online webinar in mid-October. Feedback from these sessions will help shape the next stage of the design and ensure the project reflects the unique needs and aspirations of the Shoalhaven region.
IRT CEO Ross Gallagher said community engagement is a key milestone in IRT’s long-term strategy to create a vibrant, sustainable community where older people can live well, age well and belong.
“This new development is about more than well-designed infrastructure – it’s about creating a community that embraces independence, connection and choice at every stage of ageing,” Mr Gallagher said.
“Our vision is to deliver a flagship destination that sets a new benchmark for senior’s living on the NSW South Coast, combining modern accommodation with spaces that foster wellbeing, lifestyle and community connection.
“It also forms part of our broader commitment to deliver more than 800 homes for older Australians across Greater Western Sydney, the Illawarra and NSW South Coast over the next decade – a significant investment in the communities we know, serve and are deeply proud to be a part of.”
IRT purchased the land at 267 Princes Highway in Milton in 2021, which already carried development approval for an aged care centre and retirement village. Since then, IRT reimagined and enhanced the original plans to better reflect the future needs of the region.
The updated design includes:
- A modern aged care centre purpose-built for future residents.
- A retirement village with a mix of premium villas, apartments and units for independent living.
- Short-term and key worker accommodation to support local health services and visiting families.
- Lifestyle and wellbeing spaces including a wellness centre, gym, hydrotherapy pool and sauna.
- Social spaces around a central market square, plus an ancillary pharmacy and convenience store.
- Green, open spaces with a clubhouse, library, café, parks, gardens and BBQs, and walkable streets and pathways.
Members of the community are invited to attend any of the three planned sessions outlined below to view the updated designs and share their thoughts and feedback.

Mr Gallagher said engaging with the community is vital in shaping the final design.
“We want the final product to reflect not just the needs of today, but the needs of tomorrow and beyond – enabling seniors to stay active, connected and supported, with everything they need in one place.
“This project also reaffirms IRT’s deep and long-standing commitment to the Shoalhaven, where we’ve proudly supported older Australians since the 1980s at IRT Sarah Claydon in Milton, and at other nearby communities including IRT Culburra Beach, IRT Greenwell Gardens in Nowra and IRT St Georges Basin.”
To improve traffic flow where the site and Warden Road intersect the Princes Highway, IRT is also progressing with the construction of a new roundabout – which is in line with the original DA consent. The roundabout is also intended to improve road safety and access for the surrounding residential properties. Early preparation works are well underway, and subject to final regulatory approvals, construction is expected to begin later this spring.
“Our community engagement specialists, Brooks Community Engagement, are continuing to work closely with residents most likely to be impacted by the works, including those living near the roundabout site and regular users of the Warden Road and Princes Highway intersection,” Mr Gallagher said.
All community feedback gathered at the sessions in October will be carefully considered as IRT progresses through the required development application process, which includes assessment by Shoalhaven City Council.
