A major new over 55s community has entered the planning process at Embark Busselton in Yalyalup, with plans for up to 364 homes within the growing masterplanned neighbourhood.
The City of Busselton is considering an application for 307 residential lease sites across Lots 9044 and 9047 Joseph Drive. Some sites could accommodate duplex configurations, taking the total number of proposed dwellings to as many as 364. The application also includes communal facilities for residents. The over 55s component is being marketed as Everland Embark Busselton. The project website describes a 99 year land lease model with no entry fees, no exit fees and no stamp duty, with Stage 1 civil works anticipated to begin in early 2027 and first resident move ins planned for 2028, subject to approvals. Why it matters for downsizers
The scale of the proposal would make Everland a significant addition to retirement and land lease housing in Western Australia's South West, a region already popular with downsizers seeking a coastal lifestyle close to established services and healthcare.
It also reflects the continued expansion of land lease living into larger masterplanned communities. Rather than operating as a standalone retirement development, Everland is planned alongside shops, cafes, services, open space and other parts of the wider Embark neighbourhood.
For downsizers, the model offers another housing option between conventional home ownership and traditional retirement village living. Residents would own their home while leasing the land beneath it, with the project promoting the absence of entry and exit fees as part of its offer. Land Leases | Retirement Villages
The proposal is still subject to the planning process. Public submissions to the City of Busselton close on 4 November 2026, so the final form and timing of the community may still change before development proceeds.
